I have a 98 audi a4 2.8 avant and the rear passenger side wheel is canted on the vertical axis?

Basically the wheel is not perfectly straight up and down. When I go over bumps on the passenger side the car bucks and pulls right. Is this wheel the cause of that, and how do I fix it? There is no real camber adjustment on the rear of your audi so something is broken. Or, and this might sound dumb but have you checked that the rim is not loose on the hub.
